I've used both. Cloudlayer's visual designer is pretty sweet for images, and their API felt a bit more flexible for custom stuff. Bannerbear is good too, but sometimes felt a bit more template-focused.

Hard to say, depends what you need. Cloudlayer has some strong PDF features too, if that's ever on your radar. For just images, it might be a toss-up, but Cloudlayer's API is solid.
